David Weden serves as Chair of the NACBHDD Board and as the Chief of System Finance of the Texas Council.  In his role, David helped advance Texas’ financing strategies related to Certified Community Behavioral Health Clinics and provides financial and data analysis related to the mental health and intellectual and developmental disability community system of care.

Prior to working for the Texas Council, David served 25 years in executive leadership positions at community mental health centers.  Sixteen years at Hill Country MHDD Centers which serves a 22,000 square mile region of rural Texas and eight years at Integral Care which serves Travis County and the Austin metropolitan area.

David has served on the NACBHDD Board since 2015 and as an officer since 2020. David has also served as a board member and officer of the National Association for Rural Mental Health since 2013.  In addition, David served six years, including 3 years as Chair, on the Texas HHSC State Medicaid Managed Care Advisory Committee and 3 years on the Texas HHSC Value-Based Payment and Quality Improvement Advisory Committee of which he is currently chair.
