Director of Community Services
Laura J. Kelemen is a Master’s-level Licensed Clinical Social Worker (LCSW-R) with over two decades of leadership experience in public mental health and related service systems. As Director of Community Services for Niagara County, she oversees a comprehensive portfolio of mental health, substance use, and developmental disability services, guiding strategic planning, fiscal management, and quality improvement across multiple divisions and contracted agencies.
A visionary leader, Laura is recognized for her ability to convene cross-system stakeholders to develop and implement innovative, evidence-based solutions. Her work has led to the successful acquisition of federal and state grants supporting initiatives such as overdose response teams, senior outreach programs, jail-based substance use treatment, and expanded crisis intervention services.
Laura’s clinical expertise spans trauma-informed care for youth, families, and adults affected by mental health challenges, neglect, and substance use. She has played a pivotal role in transforming county services, including the integration of 988 crisis services, embedded clinical supports in child protective services, and the expansion of peer-led programming.
Beyond her county role, Laura serves as Chair of the Executive Committee for the Conference of Local Mental Hygiene Directors (CLMHD), where she leads statewide efforts in policy development, mentoring, and continuing education for Directors of Community Services. She is also a founding member and former Board President of Integrity Partners for Behavioral Health, a regional IPA/MSO focused on healthcare system transformation and value-based care.
